My OC-4 is very difficult to steer. You have to really pull back on the lever to get it to turn. Now when i'm pulling you can here the RPM's drop but it doesn't want to stop the track. Is there a clutch that is supposed to engage to stop power to the track? I looked in the parts book but didn't see anything but the brake bands.

if you have the planetary type steering ,power remains to both tracks while steering but is less on the side you are braking . the other type Clutch steering was mainly used on oc46 loaders. more than likely your steering bands are worn out or were lined with the wrong type of material.they are fairly easy to remove . take off the pto or back cover ,loosen the adjusting rods and remove the pins holding the bands in and spiral them out.
