I have taken apart the my OC-3 transmission. When I removed the reverse shaft I had a hand full of bearing. It is obvious that new bearings are needed, but I found .008 wear on the shaft.

If I replace the bearing and not the shaft, will the bearing survive?

I haven't priced a new shaft yet, that may help in my decision
The race must have been turning on the shaft to wear it. Get ya some 680 Locktite. It is a gap filling cylindrical part bonding agent and will easily fill up that .008 and keep the race form turning.
can I assume that wear on the shaft is not normal??
If it was me, I would either weld it up or braze it, then turn it back down in a lathe.

That shaft would have to be hardened to work properly and last long. Welding or brazing isn't a good idea, nor is using it as it is. I would either find a good used one, or make a new one, depending on your abilities. They do make prehardened, case hardened/ground shafting that might be an answer for you. You can also buy half hard 4340 shafting that is very strong and machineable.
I can sell you the bearings you need. I have a couple of new ones here I'm not going to need? until I don't have one any more ;)
I have the ability to make a new one. I have easy access to A-2 tool steel and 4140. I assume that the hole through the center is for lubrication.
The problem with welding is the that there will be distortion and brittle spots. I deal with welding shafts at work, it rarely works out well. I will make it from scratch using H-13 tool steel, this will give me medium hardness with above average toughness. I reverse engineered it today. Zimmermans has used ones for $35, they would re-use a shaft with .008 wear
