I had a similar problem with new universals on an OC-3, called Zimmerman's, since I bought the parts from them also.  They recommended installing O-rings to fill the gap between the caps and the cross, then it worked fine.

I had the same problems with my carburetor.  I had a new main tube made by Robert's Carburetor Shop and sealed the venturi with non-hardening Aviation Permatex.  

The vent for the carburetor surrounds the venturi, so if it is not sealed, it makes for a large vacuum leak, but will run with the choke half closed.

Thanks for the information on the pin, I will make up one.  

Is a pin used for the pivot point on the lever?  A long 1/4 inch bolt is used as a pivot on the present lever.  

I have the proper clevis for the rod to the governor.

I bought a new throttle lever to replace the cobbled replacement.  Since I have not seen an original installed, does a 1/4 inch ball or a pin fit along with the spring in the body of the lever?

If the hub is not removed and much heat is applied, the seals will be ruined and the bearings could be affected.  If I remember correctly, the back side of the hub is open into the gear reduction, so any foreign material will end up inside of the gear reduction casing.  Most likely what has happened is that the stud was tightened up very hard up to the shoulder, making its removal difficult.  

I had to remove several broken studs from my hubs, but already had the hubs off.  Seals were shot and some bearings were bad, so I took care of all of the problems while I had it apart.

I have a later HG, but pictures of the early ones show 5 studs.

It may be best to pull the hub to make the repairs.

I had a similar problem on an HG with an IXB3, eliminated the obvious, even took the carburetor apart several times after the rebuild.  Choke had to be halfway out, idled very poorly, very lean and with no power.  I had been working through this for about a month, after a total engine rebuild.

Then I noticed Saturday that the venturi fit loose in the upper half of the TSX Marvel-Schebler body.  I thought this could be a vacuum leak, bypassing the idling circuit.  So I sealed it up with aviation style Permatex, then let it set for a day.  Fired it up last night, ran real smooth, with no choke!

For what its worth, I hope it helps.

I still have a lot to do on my project, I literally inheirited a basket case, but it runs a lot better.
