track adjustment

I am trying to adjust the tracks on my E-38. I loosened the jam nut and turned the adjuster nut a bunch,but the tracks arent adjusting. Is something frozen?  Isnt the front track wheel supposed to move forward when I turn the adjuster?Can I use some heat somewhere? Or is this some LARGE problem .  Thanks Bill in CT.
