have a bdh cletrac with a hercules diesel engine.. the engine surges up and down at all speeds. any clue why?

A Lot of them seem to do that. Most likely the governor. meaning injector pump work.
Have you checked your filters, it's a longshot but poor fuel delivery could cause that also.
