OC3 fouls plugs

I know you've gone over this but it sounds like the wires are not in order. You say you have good spark from all 4 wires, if so, did you by any chance remove any from the cap at any time? The firing order should be 1-2-4-3

It's been a long long time since I messed with any mag,  but IN GENERAL,   can you remove the cap and find a method of marking the angle of the wire towers on the mag body?   Some mags have an inspection window to check rotor timing.   Generally,  you want the  the rotor to be "at"  the corner "approaching"  it's matching tower contact  OR centered on the contact when the points OPEN  and fire.  That is, you do not want the rotor contact to be "on the way away"  from the  plug wire tower contact as it fires.   Any I have messed with don't have course enough gear teeth that the timing is "obvious"  once you look at it.  

Make sure the

mag is turning the correct direction when you do this bench test

make sure the contacts are right at the "just opened" point  use a test lamp, buzzer, or other device to check

and the rotor just starting to wipe or at the center of  the plug wire tower contact  

Also be aware that when you simply pull a plug wire,  sometimes---especially if the cap is carbon tracked, dirty or wet--can crossfire and give you incorrect results.   BEST WAY   to check cylinder firing  is to get to smoothest  "fast idle" you can  manage,  then GROUND  individual wires instead of pulling them.  This will prevent crossfire.

(A side note---pulling wires off modern electronic ignition  engines can and will destroy the coil(s)  or ignition box)

Last, be very suspicious of the cap/ rotor itself.  Older units can develop cracks that absorb moisture, the bakelite can be carbon tracked,  and one of my favorite things is people who INSIST  on painting distributor  or mag caps  and plug wires.   Most paint is NOT a good insulator

You can fix it so it cannot be fixed!!

OK, I have the problem solved.  I had the wires wrong.  gotta have the wires right or it won't give the desired results.
