When I rebuilt the engine on my OC-3 last summer I rebult the governor components. Lately when I start up the governor is holding the carb wide open and you have to jiggle everything to get it to run normal. Is there anything that may be causing this and is there a way it should be getting lubrication?

I'd take it off and inspect it closely. It should be apparent what the hang up is.

I have the same issue with my OC3-42.  The throttle "floats" at startup.  Haven't had the time to tear into it so I added a light spring for now.
