OC-3 Oliver restoration starting point?

(Bear with me, I have no knowledge of vehicles but am mom of a very determined 10-year-old.) we have this Oliver (it's actually at Grandma's house a couple hours away so we don't get to it on a regular basis.) My non-professional assessment is: doesn't do anything. I guess we are looking for suggestions on where to start!

What I have been told: the original starter was replaced with a magneto.

This is what I can see on the serial number plate:
Model oc3-68
Serial 6W 164

Hi. Unfortunately, there isn't much traffic here. More members are on Face B**k. It looks like a good starting point.
68 represents the 68 inch spacing of the tracks (center to center).
The 68 is a desirable model. Not super rare but not the very common 42".
Where are you located? Maybe a knowledgeable nearby person will chime in.
