OC46 3G Question

I have an OC46 project in waiting. I ran it last fall after doing a valve job and everything was OK. I went out to the shed Sat to take the thing for a spin and the water level is low. Checked the oil and it is way up above the full mark. Would this engine have freezes plugs in the head like the Allis W201 engines that could have leaked. What other things should I look for? I haven't drained the oil down yet,but I won't run it till I do and find out what's going on.

This may not be the "correct" way but here goes. I've used a product called K&W Block Seal. Our Carquest and NAPA stores carry it for around ten bucks. Pour it in the radiator, run it a while, drain the coolant and let it sit overnight. I've used this stuff in several engines with VERY good results.
