Not really, although that probably is a date it is more and likely a mold date, like when the mold was last updated.

is there any way to tell what year this tractor is besides the engine numbers?

Not accuratly without the original engine, however, one question answered might help in getting close: Does the main frame continue back and is sandwiched (bolted in) between the final drive housings and the transmission case?

One thing sure, is . the tractor was built after the date on the axles. 1951 is also the year the OC-3 was introduced. I need to look up approximately what month the OC-3 was introduced
