I jsut got a Cletrac/Oliver crawler on the side of the engine it has the numbers         E15 T is this an E or what???

I've got this thing to try to run but it doesn't seem to have a govenorshould it and also it looks like a dozer bale on it but it goes up a good 10 feet in the air and on the plate on the  frame of it it says ward loader has some one just cut the bucket off or what it also looks like there is a place for hydro cylinder to dump the bucket but not sure how it would work does anyone have any ideas about this  the machine I have is the only one I have ever seen HELP     Please
