Odd part with Anderson Model F4-3C Dozer for OC-4

Anyone got any idea what function these odd handle/lever looking parts serve? They seem to me to do nothing at all.
They are under the floor plate where it 'lips' up at the sides.
There's one on each side — identical — bolted with two bolts to the top of the rear dozer assembly mounting plate — that holds the round, solid steel pivot shaft at the back of the dozer push arms.

Those look like winch support brackets.  The machine could have had a winch on it at some time.  They are flipped on there mounting bolts as they would point to the rear when in use.

There is indeed a winch on there.
So that sent me looking at my other winch photos - and 'hey presto' there is the part in question used in the way — the correct way — you suggest. THANKS Robert!!
Phew, I nearly shipped these brackets off with a dozer set-up
