hercules diesel engine is surging up and down at all speeds. new filter and fuel line is clear. changed the governor last year and it has been surging since. should i change the govenor or fuel pump (american bosh). need ideas..

I'm guessing it needs an adjustment to the governor.
My gramps Howard van Driest was Experimental Engineer at Cletrac and Oliver Corporation. Can you get me the model number of the pump & governor? When it surges or anything else that surges for that matter you are trying to ballance the fuel setting with what the governor has called for. Now all we need to do is figgure out who (pump or governor ) is trying to be in control.
